Fuel EU Maritime

Effective January 1, 2025, the FuelEU Maritime Regulation limits the greenhouse gas intensity of energy consumed on board. It applies, regardless of flag, to ships of 5,000 GT or more that call at ports in the European Economic Area (currently excluding Iceland and Norway). The limit will decrease gradually from −2% in 2025 to −80% in 2050, measured over the entire life cycle of the fuels (well-to-wake). Based on a validated monitoring plan, an accredited verifier annually reviews the ship’s FuelEU Report and Compliance Balance. Surpluses can be utilized through banking and pooling, while deficits can be offset through borrowing or pooling or settled by paying a penalty. The ship will then receive a FuelEU Document of Compliance.

Starting in 2030, container ships and passenger ships must also use shore power at certain ports.

Our Service

Swiss Climate EcoCare GmbH is offering a software-based, highly digital verification process under Fuel EU. You will benefit from our software, the MRV Cockpit, and the long-standing expertise of our team. We reduce verification-related workload on your end provide maximum traceability of your emission and transparency.

MRV Cockpit

Our innovative MRV Cockpit offers you a structured overview, one central channel of communication and audit-proof documentation of all MRV-related aspects of your fleet.

Assessment of the FuelEU Monitoring Plan

For every new ship and every significant modification, we assess the FuelEU Monitoring Plan.

M1 Create the plan in MRV Cockpit
t
The client creates the FuelEU Monitoring Plan in our verification software MRV Cockpit and attaches the supporting evidence.
M2 Assessment and feedback

Our auditor assesses conformity with the FuelEU Maritime Regulation. Queries and required corrections are recorded as comments in MRV Cockpit until the plan is in conformity.
M3 XML file and SOC

Once the assessment is completed, the XML file of the plan and the SOC are available for download in MRV Cockpit.
M4 Reconciliation in THETIS

The client uploads the XML file to THETIS. We reconcile the plan with MRV Cockpit and confirm it there.

Annual verification in nine steps

Steps 1 to 7 cover the FuelEU report per ship; steps 8 and 9 cover the flexibility mechanisms, the final compliance balance and the FuelEU Document of Compliance.

01

Data submission in MRV Cockpit

The client submits the FuelEU data per ship in MRV Cockpit: energy used on board, fuels with supporting evidence, use of onshore power supply (OPS) and further documentation. Data is transferred to MRV Cockpit either via API or by uploading an Excel template.

02

Audit team, risk analysis and verification plan

We assign a competent and impartial audit team. The team analyses where errors and misstatements are most likely to occur and defines scope, sampling and required evidence in the verification plan.

03

Verification and audit comments

The team checks the data against the Monitoring Plan and the evidence, in particular bunker delivery notes (BDNs) and proofs of sustainability (PoS). Corrections are recorded as audit comments in MRV Cockpit until all findings are closed.

04

Verification Report

On completion of the verification, the audit team prepares the Verification Report with the verification opinion, the GHG intensity of the energy used on board and the compliance balance.

05

Independent review and decision

An independent reviewer who was not involved in the verification checks whether methods, evidence and risk analysis were appropriate and whether the documentation is complete. On this basis, the decision is taken and the report is released.

06

Submission in THETIS

An XML file is provided in MRV Cockpit. The client uploads it to THETIS and thereby submits the FuelEU report.

07

Reconciliation and compliance balance

We reconcile the report with our verification result, confirm it in THETIS by 31 March and thereby record the ship's compliance balance.

08

Flexibility mechanisms and final compliance balance

The client records banking, borrowing or pooling in THETIS. We verify the entries and confirm the final (verified) compliance balance by 30 April. If no flexibility mechanisms are used, the compliance balance from step 7 remains unchanged.

09

FuelEU Document of Compliance

If the compliance balance is positive, we issue the FuelEU Document of Compliance in THETIS. If a deficit remains, the client pays the FuelEU penalty to the Administering Authority, which then issues the FuelEU Document of Compliance by 30 June; it must be kept on board.

Annual deadlines

All dates refer to the year following the reporting period. Please plan your submission so that queries and corrections can be closed before the respective deadline.
