EU MRV / ETS
Since 2018, all vessels over 5.000 GT calling EU ports (including Norway and Iceland) have to provide an assessed monitoring plan. Also, they have to report data on fuel consumption, distance travelled, and time-at-sea or cargo carried in so called voyage reports. This data is to be verified at the end of each reporting period. EU MRV will become ever more important, as it is the basis of a future coverage of maritime emissions under the European Emissions Trading Scheme, EU ETS. It will thus evolve from a mere compliance issue to a commercial factor in the operation of vessels.
Our Service
Swiss Climate EcoCare GmbH is offering a software-based, highly digital verification process under EU MRV. You will benefit from our software, the MRV Cockpit, and the long-standing expertise of our team. We reduce verification-related workload on your end provide maximum traceability of your emission data for a transparent link-up between verification and the emission trading scheme.
MRV Cockpit
Our innovative MRV Cockpit offers you a structured overview, one central channel of communication and audit-proof documentation of all MRV-related aspects of your fleet.
Assessment of the Monitoring Plan
For every new ship and every significant modification, the Monitoring Plan must be assessed before it is approved by the responsible Administering Authority.
Annual verification in nine steps
Steps 1 to 7 apply to all ships of 400 GT and above. Steps 8 and 9 follow for ships of 5,000 GT and above once all ships of the responsible shipping company have been verified.
Data submission in MRV Cockpit
The client submits the emissions data per ship in MRV Cockpit: voyage data, fuel consumption, bunker delivery notes (BDNs) and further evidence. Data is transferred to MRV Cockpit either via API or by uploading an Excel template.
Audit team, risk analysis and verification plan
We assign a competent and impartial audit team. The team analyses where errors and misstatements are most likely to occur and defines scope, sampling and required evidence in the verification plan.
Verification and audit comments
The team checks the data against the Monitoring Plan, the evidence and external sources such as AIS data. Missing evidence and required corrections are recorded as audit comments in MRV Cockpit. The client corrects and resubmits until all findings are closed.
Verification Report
On completion of the verification, the audit team prepares the Verification Report with the verification opinion, findings and, where applicable, recommendations for improvement.
Independent review and decision
An independent reviewer who was not involved in the verification checks whether methods, evidence and risk analysis were appropriate and whether the documentation is complete. On this basis, the decision is taken and the report is released.
Submission in THETIS
An XML file is provided in MRV Cockpit. The client uploads it to THETIS and thereby submits the ship's Emissions Report.
Acceptance and Document of Compliance
We reconcile the report in THETIS with our verification result and accept it. With this, we issue the Document of Compliance (DoC) for the ship. For ships between 400 and 5,000 GT, the verification is completed at this point.
Company Emissions Report (5,000 GT and above)
Once all ships of the company have been verified, the client prepares the Company Emissions Report (CER) in MRV Cockpit. We verify it, the client submits it in THETIS, and we reconcile and confirm it there.
Union Registry (5,000 GT and above)
The client enters the emissions in the Union Registry. By 1 April, they are marked as verified, either by us or by the Administering Authority itself, as determined by the Administering Authority. The client then surrenders the EU Allowances (EUAs).
Annual deadlines
All dates refer to the year following the reporting period. Please plan your submission so that queries and corrections can be closed before the respective deadline.
