UK MRV

Since Brexit, the United Kingdom has had its own MRV system in place. Regardless of flag, it applies to ships of 5,000 GT or more that call at British ports. Based on an approved monitoring plan, companies record data—including fuel consumption, CO₂ emissions, distance traveled, time at sea, and cargo for every voyage to, from, and between British ports. An accredited verifier reviews the annual emissions report, after which the ship receives a Document of Compliance. It is not yet possible to submit the data to the British authority. Having a Document of Compliance on board is not yet required.

As of July 1, 2026, the UK Emissions Trading Scheme (UK ETS) will replace the current UK MRV system. Regardless of flag, the scheme will cover ships of 5,000 GT or more on domestic voyages between British ports, as well as their layovers in British ports. Based on an approved monitoring plan, companies record, among other things, fuel consumption, greenhouse gas emissions, distance traveled, and time at sea. An accredited verifier reviews the emissions data, which forms the basis for the allocation of British emission allowances. Swiss Climate EcoCare is currently undergoing the accreditation process for the UK ETS.

Our Service

Swiss Climate EcoCare GmbH is offering a software-based, highly digital verification process under UK MRV. We offer this service in cooperation with other recognized organizations. You as a customer will benefit from the digital, MRV Cockpit-based verification process and, after successful verification, will receive all relevant documentation from your single point of contact.

MRV Cockpit

Our innovative MRV Cockpit offers you a structured overview, one central channel of communication and audit-proof documentation of all MRV-related aspects of your fleet.

Assessment of the UK MRV Monitoring Plan

For every new ship and every significant modification, we assess the Monitoring Plan against the UK MRV requirements.

M1 Create the plan in MRV Cockpit

The client creates the UK MRV Monitoring Plan in our verification software MRV Cockpit and attaches the supporting evidence.
M2 Assessment and feedback

Our auditor assesses conformity with the UK MRV requirements. Queries and required corrections are recorded as comments in MRV Cockpit until the plan is in conformity.
M3 Assessed plan and SOC

Once the assessment is completed, the assessed plan and the SOC are available for download in MRV Cockpit.
M4 No submission to the authority

Submission to the UK authority is currently not possible. The client retains the assessed plan and has any modifications reassessed.

Annual verification in six steps

The process corresponds to the verification under EU MRV. It ends with the results being made available in MRV Cockpit, as there is currently no reporting system of the UK authority.

01

Data submission in MRV Cockpit

The client submits the emissions data per ship for voyages to, from and between UK ports in MRV Cockpit: voyage data, fuel consumption, bunker delivery notes (BDNs) and further evidence. Data is transferred to MRV Cockpit via API or by uploading an Excel template.

02

Audit team, risk analysis and verification plan

We assign a competent and impartial audit team. The team analyses where errors and misstatements are most likely to occur and defines scope, sampling and required evidence in the verification plan.

03

Verification and audit comments

The team checks the data against the Monitoring Plan, the evidence and external sources such as AIS data. Missing evidence and required corrections are recorded as audit comments in MRV Cockpit. The client corrects and resubmits until all findings are closed.

04

Verification Report

On completion of the verification, the audit team prepares the Verification Report with the verification opinion, findings and, where applicable, recommendations for improvement.

05

Independent review and decision

An independent reviewer who was not involved in the verification checks whether methods, evidence and risk analysis were appropriate and whether the documentation is complete. On this basis, the decision is taken and the report is released.

06

Provision in MRV Cockpit

The verified Emissions Report and the Verification Report are available for download in MRV Cockpit. Submission to the UK authority is currently not possible, and carrying a Document of Compliance on board is not yet required.

UK ETS seit 1. Juli 2026

Annual deadlines

All dates refer to the year following the reporting period. Please plan your submission so that queries and corrections can be closed before the respective deadline.
