IMO DCS & CII

Since 2019, the IMO’s Data Collection System has applied worldwide to ships of 5,000 GT or more engaged in international voyages (MARPOL Annex VI). It is based on the data collection plan in SEEMP Part II. Throughout the calendar year, companies record, among other things, fuel consumption by fuel type, distance traveled, and hours of operation. The flag administration or a body recognized by it reviews the annual data, reports it to the IMO database, and issues a Statement of Compliance, which must be carried on board.

The data is used to determine the ship’s annual CII rating. The plan for implementing this is outlined in SEEMP Part III, which is also reviewed. If a ship is rated D for three consecutive years or E once, SEEMP Part III must be supplemented with a corrective action plan.

Our Service

Swiss Climate as an accredited verifier for MRV in maritime transport assesses the monitoring plan in the SEEMP and verifies the emission reports of your ships. After a positive assessment or verification, Swiss Climate informs the respective flag state and forwards the emission data to the IMO.

MRV Cockpit

Our innovative MRV Cockpit offers you a structured overview, one central channel of communication and audit-proof documentation of all IMO DCS-related aspects of your fleet, including CIIs based on data reported and verified.

Assessment of SEEMP Part II and Part III

For every new ship and every modification, we assess the Ship Fuel Oil Consumption Data Collection Plan (SEEMP Part II) and the Ship Operational Carbon Intensity Plan (SEEMP Part III) on behalf of the flag Administration.

M1 Upload the SEEMP to MRV Cockpit

The client provides SEEMP Part II and Part III in MRV Cockpit and attaches the supporting evidence. Part III contains the methodology for calculating the attained annual operational CII, the required CII for the next three years and the implementation plan.
M2 Assessment and feedback

Our auditor assesses both parts against MARPOL Annex VI and the IMO SEEMP Guidelines. Queries and required corrections are recorded as comments in MRV Cockpit until the plan is in conformity.
M3 Confirmation of Compliance

Once the assessment is completed, we issue the Confirmation of Compliance for SEEMP Part II and Part III. It is available for download in MRV Cockpit and must be kept on board.
M4 ·Corrective action plan

If a ship is rated D for three consecutive years or rated E, the client revises SEEMP Part III to include a corrective action plan. We verify it as described under M2 and M3.

Annual verification in seven steps

Steps 1 to 6 cover the annual data under the IMO DCS and the CII rating. Step 7 only applies if the rating requires a corrective action plan.

01

Data submission in MRV Cockpit

The client submits the annual data per ship in MRV Cockpit: fuel oil consumption by fuel oil type, distance travelled, hours underway and further data required under MARPOL Annex VI. Data is transferred to MRV Cockpit via API or by uploading an Excel template.

02

Audit team, risk analysis and verification plan

We assign a competent and impartial audit team. The team analyses where errors and misstatements are most likely to occur and defines scope, sampling and required evidence in the verification plan.

03

Verification and audit comments

The team checks the data against SEEMP Part II/III, bunker delivery notes (BDNs), logbooks and external sources such as AIS data. Missing evidence and required corrections are recorded as audit comments in MRV Cockpit until all findings are closed.

04

Verification Report and CII

On completion of the verification, the audit team prepares the Verification Report. The verified data determine the attained annual operational CII and the operational carbon intensity rating from A to E.

05

Independent review and decision

An independent reviewer who was not involved in the verification checks whether methods, evidence and risk analysis were appropriate and whether the documentation is complete. On this basis, the decision is taken and the report is released.

06

Statement of Compliance and GISIS

By 31 May, we or the flag Administration issue the Statement of Compliance – Fuel Oil Consumption Reporting and Operational Carbon Intensity Rating; it must be kept on board. The verified data are reported to the flag Administration / IMO GISIS.

07

Corrective action plan in SEEMP Part III (D (3 years) or E rating)

If a ship is rated D for three consecutive years or rated E, the client revises SEEMP Part III to include a corrective action plan by 30 April. We verify the revised plan by 31 May, before the Statement of Compliance is issued. If the corrective action plan is found satisfactory, we issue the Confirmation of Compliance or request it from the flag Administration.

Annual deadlines

All dates refer to the year following the reporting period. Please plan your submission so that queries and corrections can be closed before the respective deadline.
